Specialist Consultation

Upon prior approval from the UHS, specialist consultations, investigations or treatment in either Hospital Authority (HA) or private specialist clinics defined by the UHS are reimbursable. The current reimbursement rates per academic year are:

Maternity Care

Maternity care, including antenatal, delivery and postnatal care, as well as related investigations are reimbursable for you/your spouse under Regulations Governing The Staff Medical Benefits Scheme (SMBS) per academic year. For details, please refer to reimbursement schedule.

A normal delivery package (full package) includes all costs of antenatal care, postnatal care, laboratory tests (except amniocentesis), hospital maintenance for mother and newborn, medications, delivery, anaesthesia, use of labour ward and management of any complications of pregnancy and delivery manageable by the obstetrician in the obstetric ward. Medical costs incurred not related to the pregnancy or delivery will not be reimbursed.

You are required to provide UHS with the original receipts pertaining to your pregnancy and delivery, along with the discharge slip. Each staff member is only eligible for one claim per maternity case, please gather all the receipts beforehand and submit them after the delivery. Reimbursement claims should be submitted within 3 months after delivery. UHS’s pre-approval is generally not required for maternity care items except for amniocentesis. If you are unsure whether a specific procedure is covered, please contact UHS.

Hospitalization Coverage

Upon prior approval from the University Health Service (UHS), in-patient provisions in either Hospital Authority (HA) or a private hospital are reimbursable under Regulations Governing The Staff Medical Benefits Scheme (SMBS). For details, please refer to reimbursement schedule. The reimbursement coverage is currently at HKD 400,000 per academic year.

Reimbursement Form (Inpatient)

Medical procedures and expenses authorized by UHS will first be reviewed for reimbursement under the Staff Medical Benefit Scheme (SMBS). UHS will then submit the eligible expense to AXA for reimbursement under Catastrophic insurance and/or Top-Up Medical Insurance, if applicable.

Members are advised to follow the established reimbursement procedures and complete claim forms from UHS and AXA as appropriate.

Note: BUPA will only reimburse medical expenses incurred on or before August 31, 2025, and colleagues with claims spanning August to September who intend to join AXA’s Top-up Plan should submit both AXA and BUPA claim forms.

Reimbursement Examples

Below are some reimbursement examples under the University’s medical insurance model. Please note that the examples are for reference only. All claims are subject to case-by-case review and governed by applicable terms.


Case A – Assuming SMBS, Catastrophic Insurance and Top-up Medical Insurance are utilized for the same disability in the same year


First Claim ($250,000)

Step 1: Initial Claim Submission

Total Eligible Expenses: $250,000

UHS identifies this as a potential Catastrophic Insurance case and sends the case to External Insurer.

Step 2: Reimbursement under Catastrophic Insurance

Under Catastrophic Insurance, a deductible of $100,000 applies. The external insurer can reimburse at most $135,000 after offsetting the deductible and applying the 90% reimbursement rate.

If one has purchased Top-up Medical Insurance, further reimbursement may be available.

Since the annual deductible of $100,000 was already applied in the first claim, the full amount is now eligible for reimbursement by the External Insurer.
