Outside Panel Doctors scheme

About The Scheme

Aside from seeking medical consultation at the on-campus clinic, eligible staff members and their dependants can also choose to seek general medical consultation through the Outside Panel Doctors Scheme as provided by the University (“the Scheme”) at the appointed private clinics outside the campus.

Eligibility

The scheme is open to:

Staff Members (1) On tenure, substantive or fixed terms of appointment; or
(2) On full-time temporary contracts and have been continuously employed for one year or more.
Dependants of Staff Members(1) Staff member’s spouse
(2) His/her dependent children (Please refer to Staff Handbook for the definition of dependant child.)

Fee

Users of the Scheme have to contribute a fixed fee towards each consultation, with the rest of the costs subsidized by the University.  The fee covers medical consultation and 3 days’ basic medications. They are required to pay the charges directly to the clinic after the consultation.

*The fees are applicable from April 1, 2025 to August 31, 2027.

Eligible staff and dependents residing in Discovery Bay
Up to $100 will be reimbursed for each medical consultation made at the registered medical clinics in Discovery Bay. The reimbursement form can be downloaded here.

How to make use of the Scheme?

Prior application is not required. The University will enrol you and your dependents into the Scheme.

Eligible members who would like to use the Scheme should make a medical appointment directly with the clinics under the three panels.

Eligibility Verification
Staff members: Present HKU Staff Card
Spouse and dependent children: Quote the employee ID and produce valid identification document, e.g. HKID card.

For UMP: Staff members and their dependents may also make use of the UMP e-Card App as a means to verify their identity at the clinic.

Please note the University’s Facilities Access Card IS NOT ACCEPTED as an identity verification method.

Referral For Reimbursable Specialist Consultation
The outside panel doctors will not provide reimbursable specialist consultation to University appointees. They may refer users directly to the appropriate public specialist clinics of the Government, or the Hospital Authority (HA) by providing a referral letter. Appointees and dependents who are eligible for private specialist consultation shall be referred back to the UHS with a letter stating the reason for referral.
